Notice the Secret Service agent walking up the street (the guy in the suit). They came along every few minutes, watching the crowd. By this time the crowd was much larger, and people were beginning to climb on building steps, lining up a dozen deep along the street, and even climbing up on statues (and asked to climb back down again).
